Since China launched the pilot construction of 15-minute convenient living circles in 2021, the Ningxia Hui autonomous region has established 129 such circles, covering 272 communities and benefiting more than 1.8 million people.
Among these, Zhongwei city and Fenglinwan town in Yinchuan city have been selected as China's national model cases for urban and sub-district, community-level practice.
During the construction process, Ningxia has adhered to measures adapted to local conditions and implemented targeted policies, in a bid to create a diverse and convenient living circle with distinctive features.

In Yinchuan, efforts have focused on supporting the Fenglinwan community by establishing negotiation and discussion platforms for residents and bringing in a third-party institution to handle professional custody and operations. This approach helps strike a balance between delivering public welfare services and pursuing commercial development.
Wuzhong has upgraded 15 convenience stations, while Shizuishan has optimized childcare and health care services in old communities. Guyuan has established convenient service outlets, such as small-repair and home-service centers, to meet public demand. Zhongwei has revitalized idle houses, creating a "public legal service micro living room" to expand public services at low cost.
Ningxia plans to integrate the construction of convenient living circles with local characteristic industries, according to the region's department of commerce. For instance, it will promote the entry of fresh milk stores and intelligent sales terminals into communities.
