Xin Baotong, a man with a severe disability who resides in the Ningxia Hui autonomous region, benefits greatly from the social security safety net program afforded him there.
He became paraplegic due to illness in 2013, and his father was also bedridden with paralysis two years later. At that time, his family was arranged to stay at a disability care center.
