Over the 14th Five-Year Plan (2021-25) period, Ningxia Hui autonomous region has adhered to the strategy of prioritizing employment and implemented a combination of policies to stabilize employment, promote entrepreneurship, and prevent unemployment.
This has resulted in 408,000 urban residents gaining new employment, while 4.17 million rural workers transitioned from farming to non-agricultural jobs. Overall, the employment situation remains stable.

In the past five years, Ningxia has implemented a range of policy measures aimed at stabilizing employment and encouraging entrepreneurship. Through various social security policies, it has eased the burden on enterprises by 38.84 billion yuan ($5.47 billion) and allocated 1.55 billion yuan in funds, including support for stable employment.
Through measures such as "Ninggang Loan", 2.63 billion yuan in loans have been provided to enterprises and individuals, and 9.22 billion yuan in entrepreneurial guarantee loans have been issued.
Ningxia continues to provide comprehensive public employment services that cover all populations, stages, and regions. It has launched a smart employment and entrepreneurship service platform, enabling residents to access job listings and support policies online.
Nearly 5,000 recruitment fairs have also been held to make it easier for people to know about job opportunities, which have provided over 2 million pieces of job information.
