CPPCC member Liu Jianguo: focuses on law enforcement, judicial fairness and justice

At the second session of the 14th National Committee of the Chinese People's Political Consultative Conference (CPPCC), CPPCC member Liu Jianguo submitted a proposal on further improving legal provisions on the refusal to implement judgments and rulings.

Enforcement, as the "last mile" of upholding justice, serves as the final line of defense for citizens to safeguard their legitimate rights and interests. It is where the people feel fairness and justice in every judicial decision and represents the last gateway for ensuring that fairness and justice are smoothly achieved.

The difficulties in enforcement have always been a serious challenge faced by the courts. Even with the implementation of severe legal measures such as fines, detention, and the establishment of the crime of refusal to enforce judgments, the difficulties in enforcement have not been effectively alleviated.

To further solve this problem, Liu suggested further clarifying the boundary between the crime of refusal to enforce judgments and non-criminal behavior. He proposed to add a provision that if a person knowingly provides hiding, transferring of property, or other assistance to someone who has been prosecuted under the law, and the circumstances are severe, they shall be held as an accomplice.
