During the recently-held two sessions of Ningxia Hui autonomous region in Northwest China, multiple actions expected to be conducted locally in 2024 were unveiled.
Boosting local economic development
In 2024, Ningxia will intensify efforts to improve the quality and efficiency of investment and consumption, with plans to implement 1,300 key projects, striving to achieve investments of over 200 billion yuan ($27.93 billion) throughout the year.
Technological innovation and the digital economy are expected to be further promoted through talents introduction and industrial digitization, respectively.
Prioritizing ecology preservation
In 2024, 70 percent of the counties (districts) in Ningxia will be built into nationally recognized water-saving areas. Efforts will also be intensified to construct comprehensive demonstration areas for national desertification control.
A number of green parks and green factories will be established, and Ningdong's "Green Hydrogen Industry Demonstration Base" will be established.
Promoting rural revitalization
Ningxia will improve the level of rural industrial development and governance construction, and will strengthen efforts to increase farmers' incomes.
At the same time, the local government will improve the development capacity of urban areas, and actively promote urban renewal.
Adhering to reform and opening-up
This year, the local authority will continue to strengthen its opening-up to the outside world, and continuously promote inter-provincial cooperation with areas along the Yellow River, the Beijing-Tianjin-Hebei region, the Yangtze River Delta, and the Guangdong-Hong Kong-Macao Greater Bay Area, especially Fujian and Inner Mongolia. Efforts will be made to strive for the establishment of over 20 new foreign-invested enterprises and more than 30 import and export enterprises.

Launching a series of welfare policies
This year, Ningxia is expected to invest a total of 10 billion yuan to conduct 35 projects to tackle local issues of concern.
These projects will consist of promoting employment and entrepreneurship, increasing residents' income and wealth, improving local education quality, ensuring locals’ medical and health care, providing indemnificatory housing, expanding elderly services, and enriching cultural and sports activities for the public.
