The wine producing area at the eastern foothills of Helan Mountain is recognized as one of the most suitable regions for wine grape cultivation in the world, and is the largest concentrated wine producing area in China. It has been rated as the "star wine producing area" by the Organisation Internationale de la Vigne et du vin (O.I.V.)
During her investigation and research, Shen has learned that although the wine industry at the eastern foothills of Helan Mountain has gone through many years of development, due to its late start when compared with the deep foundation of European and American wine industries, Ningxia's wine industry faces many challenges and difficulties resulting from insufficient international market competitiveness and an unsound industrial development system.
Based on this assessment, Shen proposed to establish the China Grape and Wine Promotion Association, which will promote the overall development of the Chinese wine industry and support Ningxia in building a modernized integrated development pattern of Chinese wines. At the same time, with the joint efforts of China Development Bank and other national organizations, the China Wine Industry Development Fund could be established to support the construction of major projects in the wine industry, and launch the preferential policies of local government loans having an interest rate of less than 3%.
Meanwhile, the government can promote to join the O.I.V. and support Ningxia to establish the China Wine Exchange, exploring market mechanisms such as wine trading, wine quality grading, and new wine product release to further promote and improve China's wine consumption market.
