Over the past years, the city of Yinchuan has insisted on the green development in the construction of the pilot area demonstration city. Focusing on the protection of ecological environment, it has recovered a total area of 5,500 mu of Helan Mountain Nature Reserve. The water quality of the Yellow River has remained stable at Class II. The ratio of days with good air quality has stabilized at about 85%. The green space rate in the built-up area has reached 40.5%. Moreover, it is the first city to establish and carry out publicity on the theme of ecological protection and high-quality development. The development principle of "lucid waters and lush mountains are invaluable assets" can be seen in the actions implemented by the city government.
Additionally, Yinchuan has also constantly promoted the high-quality development of industries. Over the past 10 years, the average GDP growth rate was 7.6%; the industrial added-value increased by 8.4% annually, and the scale of the "three new" industries of new materials, new energy and new food exceeded 45 billion yuan (about $6 billion). The innovation-driven development strategy has been further promoted. The annual average growth of R&D expenditure in the whole region has reached 18.4%, and the investment intensity has reached 2.01%. Yinchuan has also become one of the national innovative cities, and has been listed in the first batch of innovation hub cities in China.
In the future, Yinchuan will comprehensively implement the new development concept. It will actively seize the strategic opportunity of "China's east-to-west computing resource transfer project", and focus on solving the problems of lack of innovative subjects and high-quality talents. It will attract and cultivate talents according to local conditions, and strive to achieve the national average R&D investment intensity by 2026.
Yinchuan strives to make the local industrial clusters enter the national strategic emerging industrial cluster array by 2026, and make wine and high-end milk industrial clusters enter the national innovative industrial cluster array as well.
